Apple released new developer preview betas for both macOS and iOS today, June 18th, 2024.
The iPhone or iPad being updated must be logged in with the same Apple ID as the Apple Dev Program

Starting with iOS/iPadOS 16.4 Developer Preview Beta 1, installing developer previews necessitates enrollment in the Developer Program. Registered users can then access the update through Settings > Software Update on their iPhone or iPad.
The iPhone or iPad used for the update must be logged in with the same Apple ID associated with the Apple Developer Program registration. This requirement applies to future iOS and iPadOS versions, as configuration profiles will no longer provide access to developer previews and public betas.
